Created by resolution in September 1971, the zones give each sugar-producing province its own secretariat.

After the re-organisation of provinces in West Pakistan, the Sindh, Punjab and Khyber Pakhtunkhwa zones were created so each sugar-producing province could be represented directly. Zonal office bearers have been elected alongside the central committee since the association’s first AGM in 1965.
